Client Needs and Requirements:

Inglett & Stubbs International (ISI) was contracted to upgrade the existing 66kV substation that is the primary source for power for Joint Base Andrews.  this includes new 66kV line-ups, new 13.2kV main distribution switchgear (at substation) and new 13.2kV sub-distribution switchgear (at switching building)) and refurbishment of the electrical infrastructure of the two buildings hosting this equipment.  The existing substation was 40+ years old and a retrofit was definitely called for.  The refurbishment of the facilities included a complete upgrade of the facility by the general contractor and a new electrical system including receptacles, LED lighting, fire alarm, security, and fiber optic interconnections between the two buildings and the maintenance department control center, The main substation and the switching station are approximately 3 miles apart via the cable routing.  A further requirement was that the new installation, switchover, and demolition of the old equipment had to be completed with minimal disruption of power to the active military facility.

Challenges and ISI’s Response:

This project suffered many unforeseen delays which were outside of both the General Contractor’s and ISI’s control, including permitting delays and asbestos removal.  These delays caused planning and scheduling difficulties which ISI was capable of tackling without any major issues.  ISI was very successful with this project despite the obstacles and completed this project according to the modified schedule that was provided by the General Contractor.

The Results:

The Client is extremely happy with the end results, which provided them a modernized and highly capable substation and remote monitoring and control.  This system is state of the art and was designed by Stanley Consultants Inc. as the Client’s engineer.
